South Coast Air Board Will Not Be Expanded: Jonathan Shardlow and Martin Stratte Author Climate Change Law & Policy Reporter Article

Senate Bill 1387 sought to add three new “environmental justice” members to the South Coast Air Quality Management District (SCAQMD) Governing Board, however, the August 31 vote fell short of passage.

In their Climate Change Law & Policy Reporter article “South Coast Air Board Will Not Be Expanded to Include ‘Environmental Justice’ Members as SB 1387 Fails to Pass in the Assembly,” Jonathan Shardlow and Martin Stratte discuss the ongoing battle to control the SCAQMD that many frame as a power struggle between environmentalists and oil industry interests.

The environmental justice members would have been state-appointed officials representing the low-income and minority communities that are severely impacted by air pollution throughout the SCAQMD basin.

While SB 1387 failed to pass the Assembly, the ongoing battle for control of the SCAQMD will most certainly continue.
