DEREK R. HOFFMAN

SHAREHOLDER

Derek Hoffman is an experienced water resources attorney. He represents a wide range of clients including mining entities, mutual water companies, developers, agricultural operators, cemeteries, landowners, golf courses, water districts and other entities in transactional, litigation and regulatory compliance matters. He represents clients in some of the largest and most complex groundwater basin adjudications in California, including the Antelope Valley Groundwater Adjudication and the Mojave Basin Area Adjudication. His practice includes guiding clients through implementation of California’s Sustainable Groundwater Management Act and other state and federal natural resources laws. He regularly assists clients in developing and implementing strategies to obtain, maintain and protect water rights and supplies.

As an active member of the California water law community, Derek speaks and writes frequently on water-related topics including as a Contributing Editor for the California Water Law and Policy Reporter. He is a founding member of the Groundwater Resources Association Inland Empire Branch and also serves as Secretary-Treasurer for the CalWaterPAC.

Derek also practices in the areas of business and real estate, and he is a long-time member of the California Association of Realtors Legal Affairs Forum. Outside the office, Derek enjoys the many outdoor and year-round sporting activities that Southern California uniquely offers, especially with his wife and four children.

Representative Matters

  • Representing over twenty entities in Antelope Valley Groundwater Adjudication through multiple phases of trial, stipulated final judgment, Watermaster formation and pending appeals.
  • Guiding mutual water companies and agricultural producers through implementation of California’s Sustainable Groundwater Management Act in several groundwater basins, including “critically overdrafted” basin.
  • Conducting water rights evaluations for regional to multi-national businesses.
  • Drafting water district ordinances, resolutions, and rules and regulations for water service.
  • Representing landlords in unlawful detainer proceedings and litigation involving complex commercial leases and financial damages analysis.
